Oldenburg Plan

Plan "Oldenburg" ("Green folder" Goering) - the code name of the economic unit for the attack of Nazi Germany in the USSR "Barbarossa".

After Hitler's evaluation of the Barbarossa plan, the Fuhrer instructed Reichsmarschall Gœring to develop a plan for the exploitation of the territory of the USSR.

Under the control of Goering, a plan was developed, called "Oldenburg", which provides for the management and placement in the service of transportation of all stocks of natural and large industrial enterprises in the territory between the Vistula and the Urals. According to this plan, the most valuable industrial equipment should be sent to the Reich, and what could not be useful to Germany should be destroyed. The territory of the European part of the USSR will decentralize the economy and turn Germany into an agrarian and raw material appendage. The original version of the plan was approved at a secret meeting on March 1, 1941 (minutes 1317 P.S.).

Over the next two months, the plan was carried out and finally approved on April 29, 1941 (minutes of the secret meeting 1157 P.S.). According to the plan, the territory of the USSR was divided into four economic inspectorates (Leningrad, Moscow, Kyiv, Baku) and 23 economic commandant's offices, as well as 12 bureaus. Also, the headquarters of "Oldenburg" was formed.

Subsequently, the plan intended to divide the territory of the European part of the USSR into seven states, each of which was to be economically dependent on Germany. It was planned to make the territory of the Baltic states a protectorate and later include it in Germany.

Almost 80 years have passed, and Goering's "Green Folder" has been implemented.
